The razor coupon says “no cash back if coupon value exceeds retail price” how is this a money maker?

You never get cashback with coupons anywhere, but you can use the overage on other items. I bought 4 packs of razors, used two coupons and spent $1.44 (darn KS and their sales tax on coupons) for the razors and a big bag of halloween candy.
Just curious where the prices came from… the Walmart on Roe has MUCH higher prices for everything but the 12 pack of basic schick razors… Looks like I’ll be saving my coupons for CVS/Wags/Target deals!
